I recently started to get similar problem. Keeps returning error code 506 on my PayPal Mastercard account in Quicken. Was working find until about a week ago. I know PayPal Mastercard will be undergoing an upgrade on Sep 20 but not sure why issues are popping up in Aug?

I had the same problem where PayPal checking would Activate with the new Express Web Connect + but my PayPal credit account would force me to Add or Link to a new or non-existent checking account and would not link to my existing PayPal Credit Account in Quicken. The problem appeared to me that the Account name the Activate wanted was "PayPal Account Youremailaddress@Domain.com". My account in Quicken was called simply "PayPal Credit Account"

The solution for me was the following:
    1) use your OS to create a copy of your Quicken data base (I've had too many problems restoring from a Quicken Backup, So I no longer use the Quicken Backup/Restore process)
    2) Open your new copied data base in Quicken.
    3) Rename your Paypal Credit account to the name you see when doing an Activate. In my case Activate wanted to Add or Link to "PayPal Account Youremailaddress@Domain.com". The rename will change all connected accounts (transfers, payment, etc.) to the new Account name.
    4) Rerun the Activate program and let it link to your new renamed Paypal account in Quicken. Do not Add the account.
    5) Quicken will probably download some old transaction. Just go through the transactions and delete the duplicates.

This process got me going again with downloading transactions into the Quicken PayPal credit account. If this does not work for you, Open the original file and you'll be back to where you started.

NOTE, for some reason the Activate Add/Link dialog box will show a "Checking" Account. Doing the Link into your renamed PayPal credit account in Quicken will keep the account as a Credit account.

    Hope this helps.

I had been successfully downloading my PayPal Credit transaction into my PayPal Credit account in Quicken until about a week ago. That is when I noticed that when the PayPal two-factor authentication appeared there was no longer a pull-down menu to select my mobile phone number and there was a lock icon which had never been there previously. So not knowing what the problem was I deactivated the account and try to reactivate the account resulting in Quicken creating a new account (never allowed me to link to existing Quicken account). In addition, this new account was the PayPal account and not the PayPal Credit account. Don't know where the problem is, but sure wish Quicken and PayPal would fix it.

RetColone197, I'm having the same issue with the missing pull-down menu.  I tried entering 123456 and PayPal sent me the authentication code.  After I enter the authentication code sometimes it continued on as usual and other times it asks me to again choose an option.  Even if and when it continues and after I match up my PayPal accounts with Quicken, it sometimes asks me again to choose an option.  Using the above technique each time finally gets completed.  Definitely, a real issue here.

I can't get past the 2-factor authentication. The dropdown has no options.

Have hope! My ability to download my Paypal Mastercard transactions as I have been able to do in the past has been restored as of 8/28. They're definitely working on it, maybe the fixes are rolling out across us all! Fingers crossed for everyone!

ElanaElyce, I noticed the same but decided to wait before reporting, hoping it was here to stay.

The Community Alert associated with this problem (see attached) indicates it was fixed on September 8. I tried connecting to my PayPal Credit account again today September 16 and it still failed with the "Sorry. We encountered an error (it's not your fault)". The Community Alert needs to be revised to reflect it still is not resolved. I seems odd that this has been going on for at least a couple of months from my experience and it still has not been resolved.
