Not able to "Plan for Taxes"

Hello, I just installed Quicken Windows R43.26 and added all my Fidelity Accounts.
In the right pane, there is a "Plan for Taxes" selector. When I click on it, it expands into the below text and a disabled "Plan for Taxes" button:
"Please add an account first using the Add Accounts button in the Set up Accounts section."
But I already added all my Fidelity accounts and they have been sync'd
