Quicken does not process cleared versus "pending" transactions accurately

I can not reconcile between my bank and Quicken reliably since items that are "pending" (not yet cleared their processing) in my bank checking concludes with Quicken processing the update using the bank's balance that INCLUDES the pending items but Quicken Reconciliation function does not.
I contacted the bank and they state its how Quicken processes the One Step Update.
The balance needs to be transmitted BEFORE any "pending" items.
The result is that I can hardly ever reconcile without manual effort.
