Unfortunately, simply copying most program folders over from one computer to another will not actually install that program on the new computer.  It is no different with Quicken.  The program must actually be installed on it because the installation process also makes other changes to the computer that are not in the program folder.
Now, the most unfortunate impact for you is that Quicken recently made some changes that will no longer allow new installations of legacy versions of the software (where Quicken IDs are required) to run.  And Quicken 2017 is an unsupported legacy version that requires a Quicken ID.  If you want you can read up more on this at Migrating Quicken 2017 from old to new computer - Quicken Data Access Guarantee — Quicken.
If I'm understanding this all correctly, the only ways you will be able to run Quicken and access your Quicken data file:
    • If you still have your old Dell and if Quicken 2017 has not been uninstalled on it, then perhaps you will still be able to run Quicken and access it there.
    • Or you can upgrade your Quicken account to subscription and then download to and install that on your new HP computer.
Sorry, I wish I had better news for you.

Find a computer with a cd/dvd drive and copy the contents of the CD to a thumbdrive and install from it.
Now, @Boatnmaniac covered the issue of the ID server not being available, but there is a way around that if you still have the old computer with Quicken 2017 still on it.
After installing QW2017 on the new computer, do NOT start Quicken, instead close the install program.
Next, copy C:/ProgramData/Quicken/Config/Quicken.ini from the old computer to the same location on the new computer.
Now, run Quicken, it should start just fine and you can open your data file (you copied it from old to new too, right).
Save the Quicken.ini file that you copied/moved for future use because at the moment, that file is the ONLY thing that allows you to run Quicken on a new install of QW2017.

Thanks for this workaround solution.  I don't recall seeing anything about that before...not sure how I missed it.

i also did not have this file C:/ProgramData/Quicken/Config/Quicken.ini on my old computer. i did find a quicken configuration file i copied to the new computer. what's weird is that when quicken initially popped up, i could see my entries, then the screen went to the picture i attached in the previous post.

Depending on which year you have, the Quicken folder may be under an Intuit folder.  Either location, you need the Quicken.ini file.
