Why do I have to AGAIN send verification deposits for Bill Pay/ Check Pay

I have had to now three times in the last year sign up and send verifications deposits to use Bill Payer / Check pay. I am a Quicken for Mac user. I download / Synch accounts daily / I've used Check pay several times / I do use Quicken with more than ONE database. This is very frustrating. Now I have to wait 2-3 days to remember to come back and write check.
