Quicken Downloads Unticked Accounts & Account will update without vault password entered

I have 4 accounts shown for selection to one step update (OSU). 2 are ticked 2 are not. After one of the recent Quicken updates OSU is now updating and downloading transactions for one account regardless it is not ticked to do so. The 'progress' window shows nothing about it - not updating, not downloading, not involved in the OSU, just shows the two that were correctly selected and their progress. I only realised this when despite that account not being selected for an update the account showed its pending transaction flag w/a transaction. I understand the probable 'solution' is going to be to turn off its online and reset it. FWIW this particular account also is happy to update on demand without the password vault having been opened. The latter happened a year ago and the account was 'reset' - yet after all this time it is happening again. Seems an internal data management/security problem with accounts registration in Quicken, the 'offending account' is at Bank of America if that matters.

Express Web Connect and Express Web Connect+ no longer need to use the Password Vault for OSU. Once established, the aggregator (Intuit) either remembers the FI password (EWC) or has a token (EWC+) and the Password Vault is not used or needed.

"4 accounts", are you talking about four different login accounts at Bank of America, or 4 accounts in the same login in?
If you are talking about 4 separate logins, then I do believe you are describing a bug in Quicken.
If you are talking about 4 accounts like a checking, savings, ... accounts in the same login then that is not a bug Quicken will always update all the accounts in a given login.
But by what you have stated I do believe that you are talking about 4 separated logins, and they are selected on this dialog:
And then clearly Quicken should only download from the logins that you have selected.
Just because with Express Web Connect and Express Web Connect + don't require the Password Vault or manually entering the password doesn't mean that it is right to download from all login accounts at a given financial institution.Signature:

I am talking about 4 separate accounts with 4 separate logins across 3 separate institutions, only 1 being at BoA. Very familiar with your screenshot. Been using Quicken Premier since 2015. Now on subscription having the latest updates within a day or few. Just installed 44.25. I do daily updates limited to my share portfolios and credit cards very irregularly (or so I thought).I cannot prove it but the unexpected BoA downloading may have started with the pending transaction feature being introduced. Will Quicken disabling that feature fix it? It will take a month (for the next expected transaction) so I can test it. I am not interested in reloading an old backup and becoming a Quicken developer trying this and that. Long retired I spent 40+ years in IT including a decade in big iron (not IBM!) OS development that was more than enoughThe BoA account is not ticked for inclusion in OSU by default. During an OSU 'operation' neither the BoA nor a Discover account (WEC) is displayed in any manner. BoA gets updated while Discover does not (as it should not).If WEC+ no longer needs the vault 'opened' BoA uses WEC+ and that might explain that part so thanks, but explain the difference whereby I have to open the vault to update 2 accounts at Chas Schwab (WEC+) by themselves. I could imagine the Discover account (also very little use) might be getting phantom updated like BoA along with the Schwab accounts that are selected, triggering the vault opening, but no way to tell/test until another transaction a month away. Quicken developers might be able to gleen something from their logs - I cannot. Reports have been submitted.

The pending transactions feature has been temporarily disabled since people were having so many problems with it.
And thanks for the clarification, I thought that was what the situation was and yes that is certainly a bug for it to update all the accounts especially when they aren't even the same financial institution.
Submitting your logs is right thing to do. About the only other thing to suggest would be contacting Quicken support and showing them if you are so inclined.
Also, you mention that there are still entries in the Password Vault for Express Web Connect +. Personally, I believe that is a bug in the changeover. I did testing for the Chase changeover where I created a new data file and setup the accounts there and it never created any entries in the Password Vault. But I have seen several people mention that they still have entries in their Password Vault. Unless there are some old accounts that haven't been changed over, they only thing I can think that is happening is the changeover code isn't properly removing entries from the Password Vault when it should.
Note this is a bit different from Express Web Connect. Express Web Connect still has usernames/passwords, but they are only stored on the Intuit servers. You use the gold key icon in the One Setup Update settings dialog to change them. So, they still have an entry in the Password Vault for the username, but it flags the password as not needed.
And just so you know Express Web Connect + is using the FDX protocol between Intuit and the financial institution. And it uses an OAuth2 security token.
