Bill Pay Service provider service did not respond (v 44.25, build 27.1.44.25)

Update to v 44.25 earlier today.
I could not complete a Check Pay to a vendor in my system.
I disabled the payment account, and when I try to re-enable that payment account, I get the error "Bill Pay Service provider service did not respond."
I never use more than 6 of the 15 allotted monthly payments, and I think I have this problem every other month.
Additionally, a Chase account needed to be re-authorized. I did so, then in the following Quicken dialog, there was no option to re-add/link that Chase account. Instead of an option, it said "Do not (or don't) add to Quicken" (or something like that).
