Is there an issue with eBills?

I am not able to add any payees or bills. It always gives me this error no matter what bill/payee I try. I have tried PayPal, Citi, CapitalOne, and Verizon.

    Thank you for reaching out to the Quicken Community, though I do apologize that you are experiencing this issue with adding your billers. 

    First, I suggest restoring from a backup that was created before you received this error message for the first time. You may follow this link for more information regarding restoring from backups.
