Why do I have to "Enable this account" for Check Pay, over and over and over? (Q Mac)

Our checking has been enabled for "Check Pay" numerous times, but every time I try to pay a new bill from our checking it requires me to "Enable this account", AGAIN! That adds several days to the process, EVERY TIME!!! What am I doing wrong??

We used to be able to "Send", and Quicken would make payments to anyone on our list of "On-Line Payees". Is there a better way?
