I have three Quicken files on one computer - Business, personal, and Parents. I need to move on investment account from Parents to personal. Please advise.

Sorry, but moving investment accounts is just this side of impossible, if not actually impossible.
I'd suggest that you start new investment accounts in your target files as of 1/1/23 and leave the prior file as history.  That recent enough that you should be able to download everything that has happened this year.

You could try exporting/importing the investment account using the QIF format.  Your biggest problems in this will be transfers from other accounts and if you have and since the QIF format has no syntax for security lots, options will not work and everything will be records as first in, first out.
File -> File Export -> QIF File...
