Mobile and Web Apps Syn is OFF, but Attachments Still Going to Cloud

I see a few posts on this.  Is there really no way to stop this from happening?

But every time I attach a file to a line in the register, I see this:

Doesn't that little white cloud there in the lower right corner of each document mean it's been uploaded to Quicken's servers?

How do I stop this from happening?

What other info from my Quicken files are going to Quicken's servers?

Any accounts that are setup for Express Web Connect or Express Web Connect + will have their attachments synced to the Quicken Cloud dataset as a side effect that the way they are getting the transactions is by using Sync to Mobile/Web/Quicken Cloud dataset.

It has also been noted that if you use the new Drag and Drop method to add the attachment, that attachment will be synced to the Quicken Cloud dataset no matter what the connection type is.

As for what information is in the Quicken Cloud dataset, that is hard to pin down exactly since Quicken Inc hasn't fully specified what they store there.  Certainly, if you use Express Web Connect or Express Web Connect + some amount of your transactions are stored there.  And most likely other online services store things there like Quicken Bill Manager.
