CC-800 error but nothing is deleted or restored from backup

All of a sudden I am getting a CC-800 error when updating one of my accounts. This just started today (2/17/2023).
Contrary to what the error suggests, I have NOT deleted anything, nor have I restored anything from a backup since the last time I updated this account.
And when I click on the account to update it, it finds the account but will not let me "add it" or link it to an existing account: under Action, it simply has "Don't add to Quicken" without giving me any other options. It's as if Quicken insists on pretending it doesn't exist.
The bank in question is First Citizens National Bank if it helps.
