It seems that if you have your 2-Step Authorization on It will not download transactions.

Thank you for reaching out to the Community and telling us about this issue. I'm sorry to hear you're running into this problem. Are you getting error messages when you try to add or update your account(s)? If not, then what is happening when you try to add or update your account(s)? What connection method are you using? To check that, go to Tools>Account List, click the Edit button next to the account, select the Online Services tab, and near the upper left, it will show the financial institution and connection method.
