Chase Bank not downloading transactions

Exactly the same problem for me.
Searching "Quicken" on the Chase site, it says that we need to give Quicken permission. How? By going to our Secure Messages on Chase and clicking a link to go to the authentication page. I don't have anything at all in my Chase secure messages.
I'm inclined to think it is a Chase problem, but at the same time Quicken says that it is unable to connect with my USAA accounts.
