Error Importing Target QFX with Error "Quicken is unable to complete your request.[OL-221-A]

Has anyone experienced this problem--importing QFX file from Target?
I'm using Quicken Deluxe Version R49.33 Build 27.1.49.33
I uses the same transaction download process from my other credit cards and did not experience this error. I'm only seeing this on the Target downloaded QFX file.

    Thank you for reaching out to the Community and telling us about your issue, though I apologize that you are experiencing this.

    Since you are receiving this error when attempting to import a QFX file downloaded from the financial institution's website, you will need to contact the financial institution directly for assistance. As stated at the bottom of this support article regarding error OL-221:

    "Web Connect (Importing a QFX file from your bank's website) - Receiving this error when downloading a QFX file directly from your bank's website indicates an issue with the file itself. You will need to contact your bank to resolve this issue."
