Community Valley Bank DC, Express Web Connect

I have been connecting to Community Valley Bank DC for many years and a few months ago the connection stopped working. I have not been able to reconnect to the bank through Express Web Connect. I have called Quicken support and they do not have a solution. How can I get my Express Web Connect connection back?
