Does Quicken Cloud enable someone to create bank transactions? (edit)

I have never activated synching Quicken to the cloud nor used Quicken mobile due to security concerns. My question stems around someone being able to utilize quicken cloud or mobile to transfer money or perform unauthorized transactions to my accounts. The information says it accesses your banks to get the most recent transactions. Does quicken mobile or quicken cloud enable someone to authorize payments? I searched the discussion / chats but could not find anything on this.
