Unable to import transactions from Citibank using QFX file

After not being able to run a one step update for my Citibank VISA account for several months, I had taken to downloading QFX files from Citibank and importing them into the account. Now I can't do that. During my last troubleshooting process, I deactivated the account and now I am unable to activate it again (502 error). I can download the QFX file from Citibank (it contains 26 transactions) but when I attempt to import it, nothing happens. Any suggestions?
