Quicken reports Payflex issue as resolved but it is still not working

After months of not being able to download from Payflex, I received a noticed that the issue was resolved. However after trying to set up on line services, closing Quicken and restarting, trying to add a new account, and retrying to set up, I am still getting the same error that Payflex is not allowing communication with Quicken.

So is it resolved and working? Or is it resolved in that it will not be reactivated and available?

    is the Payflex issue "resolved" in that it should now be working? Or is it "resolved" in that it is closed and will not be corrected and downloading will continue to be unavailable?
