CC-501 with Citi credit card download

Have not been able to download Citi transactions for six months. Family health issues have kept from working on this. just realized it had been that long. I keep trying to set up online AGAIN (it worked for YEARS) , and keep getting CC-501.
I see this is a recurrent issue — why not resolved???
