Quicken bank reconcile produces duplicate and incorrect transactions

I started by restoring a previously reconciled backup file. I made several new transactions. Then connected to the bank and launched a download. Some new transactions made sense, but there were many duplicates and also some very strange new start balance entries that made no sense. I cleaned up the file by deleting the bad entries. I then attempted a new "one step' update and received the following message.
I clicked on Cancel update, I did not find the circle icon beside any of the account names.
Any suggestions on where to go from here?

Before I can further assist you, I require some more information. When did you first notice this issue? After a recent update? If so, which update? Does this occur when performing individual account updates or only when attempting a One Step Update?
