incorrect error cc-503

Since several weeks, when connecting to any bank account, I get error cc-503, while I am sure that the credentials are correct. This holds true for any bank account I try to connect with. Called support but after one hour they just gave up: no solution.
Can someone explain what is going on, and most importantly, provide me with steps to correct the issue.

ALL: it does not depend on the institution, it is for all accounts. I just reinstalled Quicken and created an empty TEST file → same error for each account cc-503
