using Quicken Classic for Mac 7.3.1. Download for Schwab shows no errors but transactions are not downloading.

To troubleshoot this issue, we first need some information. When did this issue first start? Which version of Quicken were you using when it started?
Do you have cloud sync turned on? To check if sync is turned on, in your Quicken, go to Quicken>Settings>Mobile, Web & Alerts.
Are the Charles Schwab accounts you track in Quicken all under the same userID/Password, or do you track accounts that use multiple userIDs/Passwords?
When updating accounts, do you update everything all at once, or do you go to Accounts>Update Selected Online Account to update just the accounts under one specific user ID with one specific financial institution?
