I was able to set calendar preferences to fiscal year beginning April 2023. But when I tried to create my 2024 fiscal year calendar, it said "your budget ends in Dec 2023" so how do I include Jan-March 2024 projections into my new budget?

Is this what you are seeing? If so, then you should be able to slide the bar below the budget to the right to see the additional months.

Also, you might want to check to make sure your view of Quicken is maximized so it fills your entire screen.

Click "Create new budget..." > "Advanced Budget Settings" and then work through the following interview. That should give you a budget that starts in April.
