The issue appears to be resolved. I just downloaded a QFX file of my Chase cc activity and the <ACCTID> field is present and correctly populated, and there is a unique <FITID> for each transaction. I have not tried this since my workaround I posted on 10/26, so I'm not sure how long it's been fixed,

They fixed it on November 4th.
