Why can't I set up my Kohl's account for online access
I used to be able to download transactions from Kohl's. About two months ago that stopped working and I tried to deactivate and then reactivate the connection. Unfortunately, every time I try to enable
online access, I get an error (see attached).

It's a Kohl's issue. They made some system/server changes and it no longer works with Quicken nor, as I understand it, with any other 3rd party personal financial software.
There is an Alert posted about this: ONGOING 8/7/23 Kohl's Credit Card- CC-502/FDP-102, CC-505/FDP-105.
Kohl's also has posted that they are not downloading transactions into Quicken:
