I want to start a fresh Quicken file for an exisiting account
I want to choose my start date and only download transactions from that date forward. I have use Windows 10 and have the most recent Quicken update.

You can create a new Quicken file by navigating to File > New Quicken File…
You also have a couple of options regarding downloading transactions. If you would like to start from a specific date then I recommend downloading a QFX from your bank's website and then importing it into Quicken. After this, you can then set up the account for automatic online downloads. However, please keep in mind that you can not choose a specific date for online services. Your account will automatically download transactions from 30-90 days back (dependent on your Financial Institution's policies).
