downloading foreign bank accounts
Hello!
I have several bank accounts offshore and I need a way to download with a CSV file or QFX, but the ones quicken accepts don't work.

Quicken cannot download from non-US financial institutions into Quicken if using Quicken for USA or from non-Canada financial institutions if using Quicken for Canada. There no international edition of Quicken.
EDIT: I deleted the information previously provided regarding the ImportQIF conversion program because it can only be used with Windows and you are using Mac. Sorry, I know of no way for you to be able to download from your offshore financial institutions and then import that downloaded file into QMac.

Did you actually try importing a QFX file?
Note it should be impossible to import a QFX file directly from a non US/Canadian financial institution because they shouldn't be creating them. A QFX file isn't a OFX file, the QFX file adds extra fields that the OFX file doesn't have that state what financial institution the file is from, and that is compared to a list of "participating partners". Which by definition can't be a non US/Canadian financial institution.
On the other hand, there are CSV to QFX converters out there that fake this information. Using one of them may or may not work. I would think that it would mostly depend on what currency the QFX file is in, and how tolerant Quicken Mac is to importing transactions in the given foreign currency. I have no idea about that last part since I don't use Quicken Mac. For Quicken Windows US the last time I checked it would reject any non US currency. But Quicken Windows Canadian seems to allow it for the very reason that it has to for CAD, which seem that the way they started Quicken Windows Canadian is just by forcing on multiple currency support in the code.
