Syncing to cloud and Select existing data file....HELP!

I know at one time I took off 'sync to cloud' cause I don't use the cloud. Not sure how I did it but I just saw it again. Also, just got 'Select your existing data file to get started'. That has happened before.

I am, attempting to set up a Windows 11 laptop; but, these 2 things have happened even before this time. Any ideas.

I've got too many years in this Quicken to lose my entries; but, I may have to try something else. Quicken has become 'not so User Friendly'.

Thanks for any ideas…Just getting very, very confused.
