Purchase Quicken with credit cards issued outside USA (edit)
Do you accept payments with credit cards issued in Mexico? I wanted to pay for a subscription with a credit card issued in Mexico and I couldn't. Not even with paypal.

Q isn't licensed for sale outside the US and Canada … so it doesn't surprise me that a Mexican card wouldn't be accepted.

If this is for Windows, I would suggest anyone that is in a foreign country not to bother with the subscription version since most of what it provides is based on the online services which you can't make use of. Instead download and use the free Quicken 2013 Deluxe US version, which is the last totally offline possible version.
