Why does One Step Update request access to my Email Application ?

Why does Quicken Classic require access to my email account?
I have noticed when I request a One Step Update that my email application opens and waits for me to approve the opening of the application. I currently have the email application to prompt me before connecting to the server. One Step Update will not continue unless I approve or disapprove access to the email application.

just to clarify - you open the Quicken program -
and then click on the One Step Update menu item -
and that's when it prompts for your email program ?
When you go to the OSU Settings menu screen - or when you actually click on the UPDATE NOW text at the bottom ?
What does that screen look like ? and it's coming from Quicken ?Have never read about that happening -

I have not heard of this happening before, either.
What is the email application that you use?
How long has this been happening?
Has it always happened or did it start at some point such as after a version update or after you added an account for downloads?
If it was after you added an account for downloads, is your UserID for that account your email address?

This might be a long shot but do you have any Reminders that are set up to Sync with Outlook? I think "Outlook" is a Quicken default since I never specified to Quicken that my email app is Outlook. And I don't see any way to change that to a different email app. But many moons ago I used to have that option checked in my Reminders. I stopped doing that because the Syncing would swamp my Outlook calendar with Reminders and that for me was very counter-productive.
Anyway, if your email app is Outlook and you have this option checked on some or all of your Reminders, then perhaps it is this "Sync with Outlook" that is prompting Outlook to notify you because I would think that OSU would be used by Quicken to Sync your Reminders with Outlook. You could try unchecking that option to see if the prompting stops. Or you can change your settings in your email app to not notify you when the app opens.
Or you could go Update Settings, uncheck the box for "Sync to Outlook" there, click on "Apply" and then click on Update Now. Actually, I think this is the one that would resolve that issue if Outlook is indeed your email app.
