    I wouldn't think that simply moving the file from one computer to another would affect Preferences, but have you checked Edit > Preferences… > Setup to see if "Turn on Quicken sounds" somehow got unchecked?

    Quicken sounds are a global Quicken program setting and not at the data file level, be sure to check that as @Tom Young suggested.

    I'm guessing that you already have checked that sounds weren't muted in Windows.
