The last successful download of Sams credit card transactions appears to be around June 22nd. There is no error message. Quicken displays the message processed but there are no transactions downloaded.

To start with, I suggest you try signing out of your data file completely and then signing back in to refresh the registration token for your Online Connected Services. However, I do recommend that you first save a backup file prior to performing these steps.
Once that is done, see if the issue still persists.

Issue still persists. I manage my mom finances and my family finances using quicken. My mom and I have different quicken files accessed using the same quicken instance. The issue with the Sams club download failure (even though the download status says completed) exists for both my Moms and my quicken files.
