One Step Update Not Downloading Some Credit Card Transactions from Multiple Companies

For the past few months, when using Quicken (the latest occurrence was with version R57.26) One Step Update, some transactions that show current credit card statements are not downloaded. When downloading transactions using the credit card web site, all transactions are correctly downloaded. The credit card companies that I have noticed this with are Citi, Wells Fargo, and Chase.

I am having the same problem with some accounts. Bank of America credit cards downloads some transactions but not others. Same with Alliant Credit Union. On an Alliant transfer between checking and savings, the transfer downloads for checking, but not for savings.

I'm having the same issue with downloading transactions from Citi using Express Web Connect+. Some transactions download, but not all of them. There are no errors, just transactions that don't get downloaded. This has occurred on multiple attempts across multiple days.

This is a relatively new issue (past ~2 weeks). I'm on version R57.26

DOwnload from Capital One shows as successful but does not download latest transactions nor updates the online balance.

I tried reset the account in Quicken and consistently get the following error:

I had to Deactivate all C1 credit accounts and reactivate. Resetting kept getting a sign-in error.
