Billpay reminders for Citi platform accounts after Crowdstrike-caused outage

Billpay accounts on Citi platforms (Citibank, CitiBusiness, Exxon, Home Depot) are not signing in or updating after outage. "Attention required > Sign in Problem > Fix it" does nothing. "Refresh bill" does nothing. "Review and Repair" actions do nothing. "Update All" does nothing.
