Corrupted "Downloaded transactions" screen with new R58.14 version
Build 27.1.58.14. Windows 10. Just allowed it to update to the current version. After seeing what was added I went to the Preferences screen and this is what it looks like. I ask yet again…wasn't this tested? The "Renaming Rules" popup comes up when just passing over the area with the mouse and doesn't go away after that. Only saw corruption in the "downloaded transactions" screen. Resolution 1920 x 1080.

I cannot duplicate that behavior. I'd exit Quicken, reboot your system, and see if that corrects the issue.

Same.

@Lisa S Here is mine and it doesn't look at all like yours. I would say you have a corrupted installation. I'd download the patch from this link and re-install the patch using it:

@splasher Interesting that the patch said I was at R1. Did the update. Said it was successful. Same screen corruption.

The reference to R1 is a LONG STANDING issue with the manual patch. I and others have complained about it for several years, but it never gets fixed. I complained to the mods about it again with this patch release.

The question is, what do I need to do to get the logged as a bug and get it fixed.

You need to contact support at https://www.quicken.com/support#contact-support . They may have a solution already or they may have you reinstall the program and only patch it up to the most previous patch release.

Curious, do you have screen magnification or text magnification set in Windows?
I've had Quicken display some screens incorrectly when magnification was set and had to play with settings described below to get magnification, Quicken display clarity and proper Quicken screen displays. It required several trials.

@Lisa You appear to be the only one experiencing the issue, so it would not be a Quicken bug. It sounds like your original update install got corrupted.

No errors when installing the update. Maybe that screen was corrupted prior to the update. I'm a systems analyst and did support for 30 years so I know what I'm doing. I've also used Quicken for at least 20 years. Just because I'm the only one reporting the problem you cannot assume I am the only one with the problem. A bad installation won't likely corrupt one screen. Plus I installed the manual update on top of it with no improvement.
