For at least a month Sam's / Synchrony is not updating transactions. There is no error message.
I can still manually log into Sam's and export a QFX file to import into Quicken.

If you haven't already, I suggest you try to deactivate all accounts for this financial institution, then force Quicken to "discover" all available accounts and see if this will help resolve it. Please, follow the instructions below in order to do so. It is recommended to save a backup before proceeding.
Once that is done, see if the issue persists.

It worked for me. I also deleted info in account as well as under tools. It downloaded 3 or 4 old charges which matched but Q couldn't find so I deleted. It also downloaded 2 charges which matched. I had to correct opening balance.
