Is New Braunfels Utilities not a payee compatible with Quicken?

I saw a thread from 2022 that it appears that their bill pay system is degraded (I assume that means that they no longer use that system). I am logged into their website and it shows that a new customer portal is coming soon (it's been like that for at least 3-4 months).

You can view Invoices through InvoiceCloud, but NBU is still a not a biller retrievable by search. I'm sure the issue is more in NBU not allowing Quicken to connect, but since the thread was closed 2 years ago, I didn't know if anyone (moderator or user) has been able to link NBU as a Payee? I don't necessarily need to be able to pay them directly - I want to add it as a recurring bill and have it fetch the amount from NBU.

    Upon searching the name of this biller in our internal list of eBillers, unfortunately, this company name does not pull up as listed which would indicate that they do not/no longer support eBiller online connections with Quicken.

    In order for a biller to support eBiller downloads to Quicken and to be added to our list of eBillers, the request to be added would need to be made and submitted by the financial institution to our service providers. If you want Quicken to be supported, you will need to contact the biller directly and tell them you'd like to download your accounts into Quicken.
