How can I edit payee renaming rules ?

I am using one-step update. When I download transactions, the payees get changed according to some rules. For example, like this :
I would like to modify or delete some of those rules. I can't figure out how to do so.
Tools → Renaming rules is empty
Tools → Memorized payee list is also empty
Tools → Tag list is empty
Despite that, new transactions continue to have their payee renamed. How can I fix this ?

Try turning off this option:
Edit → Preferences → Downloaded transactions → Automatically apply Quicken's suggested name to payee

Unfortunately turning off the automatic renaming disables it for all downloaded transactions.
If only a few of your Payees are being renamed in ways you don't like, you should be able to leave the option enabled and create Renaming rules that over-ride the automatic renaming. In your example, if you want the Payee to be Transaction Fee, you should be able make a renaming rule that says If the Payee contains TRANSACTION FEE change it to Transaction Fee.
To create a Renaming rule, go to Tools > Renaming rules and click on Add a rule at the bottom.
I think you can also make "Do not rename" rules that will force it to keep the original Payee, but I have not tried that.
If you try either of these, please let us know how it works out.
