I need reports to show memos for all transactions, even with split categories

Let's take a step back. Not all reports show the individual transactions. Those that do show transactions generally have a "Show splits" customization option.
What particular report(s) are you trying to run?
Here is an example of the Itemized Payees report with the Show Splits option checked. The Alice's Restaurant transaction is split and you can see the memo for each split line. The only thing that is not shown in the report is the transaction memo when the transaction is split. Is that your issue?
