The ability to suspend bill and income reminders

I have credit accounts that the balance from time to time will go to zero. It may stay that way for a period of time. Then I will use the account and I have to start to make payments. I do not want to remove the reminder from the Bill and Income Reminders. I would like to see the ability to suspend or put on hold reminders because the account I have been paying to has reached ZERO. I do not want to remove the reminder because if I use that account in the future I will have to resume making payments. I don't want to re-invent the wheel to resume those payments. I rather see the ability to move the reminder from an active state to inactive when not being used and vise versa when I want to start using it again rather then deleting the reminder and recreating it.

You already have a couple of options here.
One option is to click the down arrow next to Enter for the Reminder and pick Skip this one. Nothing will be entered in your register, and the next due date will be advanced according to the schedule you set.
Another option if you are not using online payment is that you can click on Enter and set the amount to zero. This will enter a zero dollar transaction, so you know you saw the reminder and didn't pay anything. I put "No payment due" in the Memo.
In either case the Reminder remains active and you will get another Reminder the next month or whenever. I see this as a plus, so I am reminded to check and see if another payment is due.
It might be handy to be able to suspend Reminders if the next due date will be on a known date several months away. This would be useful for people like teachers, who might not receive paychecks over the summer, or pool maintenance or snow removal bills, which might drop to zero predictably. This would also help to make Quicken's Projected Balances more accurate. One way to handle this situation today is to edit the next due date of the Reminder, which effectively suspends it. You can suspend the reminder indefinitely by setting the date a long time in the future.

I frequently use the reminder Skip option and that works really well for me. I also enter $0.00 for the amount in some recurring Reminders that I don't consistently have bills for every month. That way I am always prompted each month to review my account with the biller to see if I should Skip the next reminder or add an actual dollar amount to it via "Edit this instance".
The issue I see with suspending bill and income Reminders is that there will be a risk that at least some people will entirely forget about the suspended Reminders. Then they will get downloaded "surprise" transactions which can have very disadvantageous consequences on financial planning. IMO, this would be introducing a risk that would contrary to the intent of Quicken….that is, to help people in planning their financials. How would/could that risk be eliminated?

Yes, you could select Skip for those payments all at one time or as the Reminders come due, or for example if you only expect to have snow removal expenses in December - March, after accepting the Reminder for March you could edit it so the next due date is in December.
When using previous payments to estimate the next payment, I think skipped payments are not included in the estimate.
