PayPal CC-601 Error: Won't download transactions.

Version R60.20; Build 27.1.60.20
For the last week, I've been unable to download my PayPal transactions. I receive CC-601 "We cannot find an account with non-zero balance or with any transaction in the last 12 months. Please check on your FI website and try again."
I generally keep a zero balance on my account, but I still track it for reminders and such. It has had transactions in the last 12 months and there are currently 6 transactions that should be downloaded. I haven't seen this issue in the many years I've been a user (with the same PayPal account) and I was able to download transactions dated as recently as 1/12/25.
I first encountered the issue on 1/26 and tried to update a couple of times through full update and directly from my PayPal account register. I performed the reset account steps, but that did not solve it, so I assumed it was a server issue that would resolve itself. I waited until today to try again. I am receiving the same error. Today I completely deactivated the account and re-linked it with no issue, but when trying to download, I still receive the CC-601 error.

This error is usually caused by the financial institution blocking the connection. Please refer to this support article for more information regarding this error.
Additionally, I can see internally that you are experiencing a script error.
As stated in the article, if you have experienced this error for more than 24 hours, you should contact Quicken Support directly for further assistance. Our support agents will need to collect and review your log files and will likely need to file an escalation.
