Yes, If you type in a new category while entering a transaction it will ask you if you want to create it.

You can also select Tools → Category List → New Category to create a new category.

Additionally, if all you want to do is to change the name of the category you can do that by going to Category List > right click on the category > Edit. This would be preferable with tax-related categories because they will retain the correct tax line item associations. Otherwise, if you want to create new categories that are tax-related you will need to assign the appropriate tax lines to them.
