investment "cost" in tax deferred accounts

Dividends reinvested in IRA (tax deferred accounts) should not add to the account's COST!

YES THEY DO! You purchased those shares, and Costs/CapGains still matter in IRA accounts for Investment performance purposes, but not tax purposes.
If you didn't track the the costs of those shares, your ROI would be undefinable, since you can't divide by $0.

that makes no difference to me. All i want to know is my original cost. excluding reinvested dividends.

It sounds like what you want is in the "Amount invested" columns in the Investing > Portfolio views. Note, however, that if you sell part of a holding, the Amount Invested does not decrease. This may lead to unexpected results. See this discussion for more info
