Is it possible to use Express Web Connect from Canadian Quicken to US bank?

For example, I want to add account for Chase and Coinbase. They seems both are supported and have some related discussions in community, but I cannot find them when trying to add any account.
Is it possible to force adding an account from US bank?

No, you can't. Each "national" version of Quicken is limited to download information from Financial Institutions in the specific country version.

I may be wrong, but I was led to believe that there are a very small number of institutions that are supported cross border. If this is true - I haven't tested it - then I expect that cross border support would be limited institutions that have both a Canadian and US presence and the access to both is included in the country specific FIDIR.TXT.
If you want to check whether a specific institution is supported, you can search for it in the FIDIR.TXT file. To that point… I did just have a look for Chase and Coinbase and they are not included in the Canadian FIDIR.TXT - I didn't expect to find them, but I did check to confirm my assumption.

The "overlap" is more "accident" than design. In other words, what I believe is happening is you have a multi nation financial institution that is in both countries and that financial institution has made the accounts from the other country "visible" to Quicken more out of them having a consolidated view than anything else. Note even financial institutions that have consolidated views for both countries rarely make the other country's accounts visible to Quicken in the respective FIDIR.txt file.
There is this idea for Quicken Windows US and Canada to support both country's financial institution like Quicken Mac has been doing for years. It has been "accepted and it says it is one the development map", but no telling when or even if it will really happen.

What will happen if I change this file?

It won't work. If it was as simple as changing that INI file, that would have been done long ago.
