Quicken Budget Planner: Why are my single pay Budget Items being doubled?

I see an old thread (2023) on this but no resolution. Issue- New manual bill one time input causes planner to double estimated spending. I found (searching google) a work around to create a zero dollar repeating bill than modify single event.

Any update to Quicken FIX?
