turning off one account turned off all
I solved a problem, but I'd like to report it somewhere, somehow. For some reason that I cannot explain, I was resetting my Citibank checking account at least a month ago. At that time, I turned off updating a line a credit account that I don't use. That clearly prevented Quicken from downloading any transactions at all from either account.
I was traveling and disconnected for a couple of weeks after that. Then I discovered that I was missing a couple of weeks of entries with no error message (just an erroneous zero transactions reported), I went back in to resetting the account and remembered I had shut off one account. So I figured I'd try re-activating all even tho only one account is needed. Surprise! Two weeks worth of entries in my checking account came flowing into Quicken.
So I'm reporting that you cannot shut off one account without shutting off all — at least at citibank.

What EXACTLY did you do, what steps/actions, to turn off that LOC?
Because what you're describing shouldn't happen … and hasn't happened to me when I've stopped downloading into one account of several at an FI, which I've done on several occasions.
Also, when you to TOOLS, Account list what shows in the "Transaction Download" and Financial Institution columns across from each of your Citi accounts?

Maybe there can be different behavior at different institutions?
I can't swear to precisely what I did a month ago. As I said, I do recall needing to reset the accounts and thinking, well, I don't need to update something I never use. So I turned that off, almost certainly after Quicken had me sign in to citibank's web site to re-authorize. And then I was away from Quicken for several weeks.
Anyway, to try to answer your question: I find "resetting" at tools > account list > EDIT button > ONLINE SERVICES tab > RESET ACCOUNT button. And this leads to setting up one-step update as well.
What I can say for sure is that upon my return, Quicken repeatedly reported zero transactions in the checking account when there were more than a dozen waiting to be downloaded. Only re-activating the line of credit retrieval/download got Quicken to retrieve the checking account transactions.
CURRENTLY, in the account list, for both citibank accounts, transaction download is Yes, Express Web Connect + and Institution is Citibank. But I don't see how this tells you anything useful. I'm not currently troubleshooting a problem. Everything is working fine right now.

I only have one account Citi Credit card account so I can't really say for sure what would go on there, but I can say with my Chase accounts that are also setup with Express Web Connect + if I go to reset anyone of them it will start the reauthorization process and when I get to the Chase website it is going to show all the accounts not just one of them. So, it might be possible that to accidentally turn off authorization/connection for "other accounts".
This is just guesswork on my part.
