Reconciliation Window Should Open Even When No Uncleared Transactions Exist
I've found that when attempting to reconcile an account with no uncleared transactions Quicken reports no uncleared transactions but fails to open the reconciliation window even though the cleared balance in Quicken does not match the balance entered from my statement. Quicken should open the reconciliation window and show the discrepancy as a mismatch between the cleared balance and the entered balance.

I don't think you understand what is happening here.
The reconcile window only shows non-reconciled transactions (uncleared/cleared).
What this message is saying is that in the timeframe given (which might come from the online balance date if you are reconciling to the online balance) there aren't any transactions in the non-reconciled state. So, if it was to open the reconcile window there wouldn't be any transactions to show you.
If you want to force the reconcile window to come up, just change one of the reconciled transactions to cleared.
All that is really going to get you though is the difference between the last reconciled transaction balance and the balance you typed in for the statement balance.
To actually do a proper reconcile you need to find out why you don't have the same transactions as the financial institution. I might be missing transactions or something like that.
EDIT: If there are unreconciled transactions in your Quicken register then the problem might be that the date on those transactions are past the statement date you entered.

I disagree that I am misunderstanding the way it should work. The difficulty comes when there should be unreconciled transactions in the register but they are not there because either they were not added manually or because a download either did not happen or (as was the case in my recent experience) the download was not working properly. In this situation the balance on the statement (entered manually by me from the statement at the start of the reconciliation process) and the uncleared balance in Quicken do not agree. That is a failure of reconciliation whether there are unreconciled transactions in the register or not. An absence of unreconciled transactions in the register does NOT mean that the register is balanced with the statement.

The message doesn’t imply that the reconcile passed, just that it isn’t possible to do a reconcile with no more information.
But I guess I agree there is no harm in opening the reconcile window and show no transactions and the difference between the statement balance and the cleared one. I will flag this for the moderators to see if they can change it into an Idea so it can be voted on.
Note if you change one transaction to cleared then you will be able to see the difference.
