Using Windows 11. Quicken Version R65.17. Build 27.1.65.17
Problem started after the recent release.
Truist Bank. Download is now "read only".
Have you checked to make sure that this isn't due to Windows Controlled Folder Access?
I know a recent Windows update turned mine on and got in the way of several things that I did.

Please save images to files of file type PNG or JPG only. They're easier to work with than PDF files.
