Capital Funds has been working fine and recently stopped downloading and I recieve error code OL-292-B. This is a mutual fund. I deleted the account on Quicken and now I cannot get Quicken to add it back after numerous attempts.

Looks like the connection issue between Quicken and Capital Group - American Funds is fixed.
I was able to download transactions this morning without encountering the OL-292-B.
